This colorful piece is by the famous German artist called George Grosz (July 26, 1893 - July 6, 1959) and is entitled "The Eclipse of the Sun". Exact date is not given but was in the year of 1926. This was an "Objective" drawing ( Drawing that depicts what is really happening).
In my view I think this art is ll about the authorities being bossy and bullish as the man man in the green army/ political outfit seemed to be angry if he doesn't get to hear what pleases him from other non-powerful people. he feels to be listened to and to follow is orders if not he blindfolds you like a donkey and kills you off. a skeleton on the floor shows how he kills and leaves you off if he rather than the non opposing figures sitting and listening to him.
